AS Hoolekandeteenused is a state-owned company operating in almost all counties of Estonia, providing welfare services to more than 2200 clients and employing nearly 1000 people.

Our service portfolio includes special care services for adults and children with special mental needs and general care services for the elderly. People with special mental needs are defined as people with psychotic disorders, mental retardation or organic mental disorders such as dementia. The total number of people with special needs in Estonia is estimated at 7000-8000. This includes both those who need 24-hour services and those who are relatively independent and able to work, but only need support services. According to Ministry of Social Affairs projections, the volume of services will increase in the future at the expense of people who are still in residential care.

As of 22.04.2013, we will also be providing an accommodation centre for asylum seekers. In accordance with the management contract with the Ministry of Social Affairs, we are responsible for the organisation of the accommodation centre service for asylum seekers, the organisation of the accommodation centre service for unaccompanied minors applying for asylum and the assistance to beneficiaries of international protection after they have obtained their first residence permit.
